Kinshasa, July 29, 2026 - Regional Integration Minister Floribert Anzuluni said the FDLR had signed a protocol on demilitarisation, demobilisation and cantoning, describing it as a major step in implementing the CONOPS attached to the Washington peace agreement with Rwanda.
Anzuluni said Kinshasa’s obligations include neutralising the FDLR, while Rwanda committed to withdraw forces it presents as defensive measures.
He argued Kigali has long used the FDLR issue as a pretext for presence and resource predation in eastern Congo, while insisting the DRC would still fulfil its commitments through sensitisation and, if needed, force.
He said community outreach with MONUSCO support began in October 2025, followed by deployment of two battalions around Walikale after limited results by March, after which FDLR political and military leaders contacted the government on surrender modalities.
