Museveni Links Uganda’s Industrial Growth to Reliable Markets and Local Production

KISOZI, July 16, 2026 - President Yoweri Museveni has said guaranteed markets are essential for expanding production and accelerating Uganda’s industrial growth, arguing that farmers can supply agro-processing industries if they are assured of stable demand.

Speaking during the commissioning of the National Enterprise Corporation (NEC) Meat and Beans Processing Plant in Kisozi, Gomba District, Museveni described the facility as a major step in Uganda’s industrialisation agenda, promoting value addition and strategic self-reliance.

The plant, established through a partnership between NEC and businessman Francis Ragwa, will process canned beef and beans for domestic consumption and export markets.

Museveni said Uganda already possesses the production capacity needed to support the facility but noted that the key challenge has been organising farmers and creating reliable markets for their products.

He pointed to the growth of the coffee and dairy sectors as examples of how market-driven production can transform industries and improve economic opportunities.

The President highlighted Uganda’s expanding cattle population, which has grown from about three million in 1986 to more than 16 million, as evidence of the country’s ability to support a thriving meat-processing industry through both commercial and small-scale farmers.

Minister of Defence and Veteran Affairs Kiryowa Kiwanuka described the facility as an important milestone in Uganda’s pursuit of industrialisation and self-sufficiency.

He said the country has historically relied on imported operational rations, including canned beef and beans, but the new plant would help reduce that dependence.

“With this plant, the UPDF is transitioning towards self-sufficiency,” Kiwanuka said, adding that the ministry would prioritise procurement from the facility and encourage other government institutions to support locally manufactured products.

NEC Managing Director Lt Gen James Mugira said the project was initiated in 2019 with the goal of establishing a beef and beans processing plant alongside a tin can manufacturing facility.

He said the factory would support import substitution by producing canned food products locally, reducing government spending on imported rations for the Uganda People’s Defence Forces (UPDF), Uganda Police Force, and Uganda Prisons Service.

Mugira added that local production would strengthen national food security and reduce risks associated with global supply chain disruptions.

Francis Ragwa, Managing Director of NEC Meat and Beans Processing Plant, said extensive research and international benchmarking guided the development of the facility.
