Kinshasa, July 30, 2026 - Responding to Kigali’s criticism, Anzuluni said Rwanda appeared surprised by the “methodical work” undertaken by the DRC and was now contesting results Kinshasa considers real.
He said the state’s technical demobilisation structure, PDDRCS, had prepared an operational plan with a timeline and budget that still needed formalisation with stakeholders.
Kinshasa presented the protocol as proof it is advancing Washington commitments even as hostilities, ceasefire accusations and divergent interpretations continue on the ground.
