Uganda and Rwanda to Hold 12th Round of Bilateral Cooperation Talks in Kampala

Kampala April 19, 2026 - Uganda is preparing to host the 12th session of the Permanent Commission between Uganda and Rwanda, in a new round of talks aimed at strengthening bilateral cooperation across multiple sectors.

The meeting is scheduled to take place from April 20 to 22, 2026, and is being organized by Uganda’s Ministry of Foreign Affairs in collaboration with its embassy in Kigali.

According to officials, the discussions will bring together representatives from more than 15 ministries, reflecting the broad scope of cooperation between the two countries.

The Ugandan delegation will be led by the Secretary of State for Foreign Affairs and International Cooperation, John Mulimba, while Rwanda’s team will be headed by Dr. Usta Kaitesi, Secretary of State in the Ministry of Foreign Affairs and International Cooperation.

The talks are expected to be held in Kampala at the Mestil Hotel, with both open sessions and closed-door ministerial consultations planned before the adoption of joint conclusions and the signing of cooperation agreements.

Ugandan Ministry of Foreign Affairs Director for Cooperation, Ambassador Richard Kabonero, said the agenda will focus on key areas including security and defence cooperation, infrastructure development, immigration management, police coordination, and education.

He added that the two sides will also review progress made since the 11th session held in Kigali in 2023, as well as assess implementation of existing agreements.

Officials further indicated that the discussions will explore new opportunities for collaboration, particularly in trade, investment, and joint development projects, as both countries seek to strengthen regional ties and economic integration.
